The County of San Diego Department of Parks & Recreation was awarded the bid for
Rancho Lilac Phase 1 from SANDAG.
Phase 1 is the Resource Management Plan for
“Rancho Lilac Preserve” it will be competed by the end of 2025

In 2014, the SANDAG Board of Directors (Board) approved the solicitation of proposals from potential organizations to own and manage the Property. The initial selected owner / manager of the property did not have plans for public access to the property. Public comment at a SANDAG Board meeting objected to being excluded from the property. After discussions with Staff and consideration of opposition from the community, the SANDAG Board cancelled the original RFT and start over with a new Request for Proposal and include language requiring public access and trails be part of the management plan for the property.
The new RFP was released early in 2022 with proposals due mid-year. Staff will review the proposals, interview finalists and make a recommendation for Board Approval. The process is scheduled to be complete before the end of 2022.
On March 2, 2022 a few members of the VCTA were able to attend the Onsite Tour and Meeting at Rancho Lilac, we were able to talk to many of the Prospective Bidders for this property. We were also able to hike the property. Please see photos from our tour.
